The Chair of the Board of Governors

Sylvia Hughes - Member of the Board of Governors

Sylvia Hughes is a graduate and a Chartered Fellow of the Chartered Institute of Personnel and Development. Her HR and resourcing career spans the financial services, telecommunications, high-tech and service industries where she has undertaken senior and Board level roles in organisational development, human resource management, change management  and management development.

Before becoming involved in the public sector, where she has been Chairman of East Northamptonshire Council and Cabinet Member for Public Health and Wellbeing in Northamptonshire County Council, Sylvia focussed on strategic resourcing assignments both nationally and internationally; in particular she undertook research to examine how strategic resourcing and leadership fit with organisational development and how it has developed, managed and implemented in more than forty major companies which resulted in the highly regarded report ‘Through the Looking Glass, Leadership Today, Leadership Tomorrow’.

As Head of Organisational Development and Group Training for Halifax plc Sylvia was recruited to lead the work on the strategic projects taking the Halifax from a Building Society to a Bank; this included Group Treasury relocation, Acquisition and Merger and the restructure of the Corporate centre.

Prior to this Sylvia was Personnel Director at Siemens BCS (Board Level appointment) where she took on the senior management organisational development role as Siemens AG merged three of its UK businesses; previously she  held senior positions at Cable and Wireless and Mercury Communications.

As Chairman of the Health and Wellbeing Board Sylvia has led the Board to develop the strategy and vision for Northamptonshire and its development to being an outstanding example of what a Health and Wellbeing Board can achieve.  Sylvia has represented the University’s Board of Governors at the ASHOKA U global events which have showcased the UoN as a world leading changemaker campus.

At this exciting time for the University Sylvia looks forward to contributing to the challenges of change and development at the University of Northampton.
