Prevent duty

The Counter-Terrorism and Security Act 2015 sets out that specified authorities must have ‘due regard to the need to prevent people from being drawn into terrorism.’ This has become known as the ‘Prevent Duty’.

Part 5 of the Act put hitherto voluntary elements of the ‘Prevent’ strategy onto a statutory footing and placed a duty on a range of bodies to have ‘due regard to the need to prevent people from being drawn into terrorism’. Higher education institutions are such bodies.

The Prevent monitoring framework

In September 2018, the Office for Students issued revised guidance for universities on the Prevent Duty.

Through the guidance, the Office for Students ensures that higher education institutions have robust policies, procedures or arrangements in place to mitigate the risks that people might be drawn into terrorism.
